Svetová rádiokomunikačná konferencia 2027 – pozícia EÚ
O iniciatíve: Cieľom iniciatívy je navrhnúť pozíciu Únie, ktorá bude slúžiť ako usmernenie pre členské štáty EÚ pri rokovaniach v mene Únie na Svetovej rádiokomunikačnej konferencii 2027 (WRC-27), ktorú organizuje Medzinárodná telekomunikačná únia od 18. októbra do 12. novembra 2027 a bude sa konať v Číne, v Shanghai. Spoločná pozícia Únie je potrebná, pretože sa očakáva, že konferencia prijme viacero rozhodnutí, ktoré by mohli ovplyvniť právo, politiky alebo programy EÚ závislé od rádiového spektra.

Občianske združenie Elektrosmog a zdravie má nasledovné pripomienky k Agende

- 1.6 “…7.5-42.5 GHz (space-to-Earth), 42.5-43.5 GHz (Earth-to-space), 47.2-50.2 GHz (Earth-to-space) and 50.4-51.4 GHz (Earth-to-space)“
- 1.7 “…4 400-4 800 MHz and 7 125-8 400 MHz (or parts thereof), and 14.8-15.35 GHz“
- 1.8 “…231.5-275 GHz and possible new identifications for radiolocation service applications in frequency bands within the frequency range 275-700 GHz for millimetric and sub‑millimetric wave imaging systems“
- 1.10 “…satellite services to protect the fixed and mobile services in the frequency bands 71-76 GHz and 81-86 GHz“
- 1.11 “…1 518-1 544 MHz, 1 545-1 559 MHz, 1 610-1 645.5 MHz, 1 646.5-1 660 MHz, 1 670-1 675 MHz and 2 483.5-2 500 MHz allocated to the mobile-satellite service, in accordance with Resolution“
Európska únia by mala pri rozhodovaní o nových frekvenčných pásmach a rozširovaní bezdrôtových služieb zohľadniť nielen technologické a ekonomické aspekty, ale aj možné dlhodobé zdravotné a environmentálne dôsledky.
Preto navrhujeme doplniť nasledovné body:
1.20 to consider the regulatory provisions necessary to protect human health from potential long-term effects of aggregate radio-frequency interference, unless scientific evidence demonstrates that such exposure poses no risk to human health, in accordance with Charter of Fundamental Rights of the EU 2012/C 326/02 Article 3 (about right to the integrity of the person)
1.21 to consider the regulatory provisions necessary to protect Natura 2000 sites by designating them as Radio Quiet Zones, in accordance with the Habitats Directive 92/43 EEC and The Precautionary Principle stated in Treaty on the Functioning of the European Union Article 191 (about precautionary principle and environment protection)
1.22 to consider the regulatory provisions necessary to protect human habitations, upon request by their residents, by designating them as Radio Quiet Zones or other appropriate low-exposure areas, in accordance with the Parliamentary Assembly Resolution 1815 paragraph 8.1.4. (where it states: “pay particular attention to “electrosensitive” people who suffer from a syndrome of intolerance to electromagnetic fields and introduce special measures to protect them, including the creation of wave-free areas not covered by the wireless network;“)
1.23 to consider the regulatory provisions for state and private enterprises for transparent implementation of its radio initiatives by mandatory regular release of their information regarding transmitter locations and basic technical parameters, in accordance with the principles of transparency and public access to information.
